Planning is not an investment account with a family attached. It is the work of deciding what the money is for, what obligations come first, what risks can be carried, and what needs to remain possible later.

Tax returns, contracts, insurance, property records, estate documents, debt, cash flow and account information rarely arrive in one tidy package. They still have to tell one coherent story before a recommendation is worth much.

Public work changed how I ask private questions.

Housing, budgets, transportation, accessibility and disaster recovery all make consequences visible. A financing choice affects a household. A land-use decision affects neighbors. A tax rule changes behavior. Years of public and community work reinforced the habit of asking who carries the result, not merely whether the spreadsheet balances.

The first answer is usually where the questions begin.

A conversation changes an assumption. A late document changes the answer. Markets move and tax facts refuse to arrive in order. The discipline is keeping the reasoning visible enough that a client can see what changed, why it mattered and what to do next.

Bidwell Park Apartments

Randall and his younger brother helped develop a 38-unit affordable-housing community at 1197 East Eighth Street in Chico, replacing the former Pear Grove property. The project used affordable-housing finance, sat on a major transit corridor, incorporated accessible and adaptable features, and carried a 55-year affordability restriction.

The fuller history also includes resident relocation, neighborhood opposition, language-access concerns, financing risk and the difference between advocating for housing and actually building it.

Real estate, public finance and planning

Site selection, development reports, sources and uses, capital stacks, LIHTC, public finance, brokerage, teaching and public policy repeatedly crossed paths. That history is why real estate is treated here as part of financial planning rather than a detached transaction.
